Abstract

Legal protections granted to disabled individuals remain in place during emergencies. This article considers lawsuits brought against Los Angeles and New York concerning their treatment of disabled individuals within their emergency plans, explores how the principle ofjustice supports these rulings, and discusses lessons learned for other localities.
