@KaplanEthan @Cercle_eco Yes, abstention by voters. The U.S. is an outlier from that point of view (see https://t.co/ZQB3wjsPL5) -- I would attribute the increased turnout in the U.S. to the rise in polarization. Interesting re: Germany!
